- selling and buying scenes use Create's own frogport schematic and move an addressed package along
the chains with the same calls as Create's scenes (guarded: without the classes they still show the network)
- new scene: selling energy to the state through a metered stressometer (also on create:stressometer)

- startup_scripts/createrp_items.js registers kubejs:citizen_guide (identical in the server pack)
